Government and public leadership

Government platforms

Five platforms for Philippine public offices. Each one serves a single office, keeps its own data and stands on its own. They work together only through their own interfaces, never through a shared database.

The kapitan.ph sign-in page: a barangay hall at night under the Philippine flag.

The systems

  1. Barangay

    kapitan.ph

Barangay operations: certificates and clearances, the resident register and the Katarungang Pambarangay case book, on a map of all 42,010 barangays.

    In production
  2. Mayor

    alkalde.ph

For the mayor's office of a city or a municipality.

    Site live, platform in build
  3. Governor

    gobernor.ph

For the governor's office of a province.

    Site live, platform in build
  4. Congress

    kongresista.ph

For district and party-list representatives and their offices.

    Site live, platform in build
  5. Senate

    senador.ph

    For senators and their offices.

    Site live, platform in build

kapitan.ph is in production. The other four sites are live, and their platforms are being built to the same standard.

The job

What the people it serves needed

  • A barangay hall runs on paper, a logbook and whoever remembers how things were done last time. Residents wait in line for a clearance that could take minutes.
  • Records about people, their cases and their families need more care than most software gives them. The Data Privacy Act asks for it, and so do the people in them.
  • An office has to keep working through a change of officials, a weak signal and a staff member who has never used a computer.

What Kael built

The parts, one by one

  • 01

    Certificates and clearances

Issued from the resident's own record, on the barangay's own paper, with every copy logged.

  • 02

    The resident register

Households and residents with Filipino names as people really write them, puroks and sitios included.

  • 03

    The case book

The Katarungang Pambarangay process from complaint to settlement, with protected records kept out of reach of anyone who should not see them.

  • 04

    Census on a phone

House-to-house intake on a phone screen, built for the person walking the purok, not for a desk.

  • 05

A console for the team behind it

Onboarding, support and billing for every barangay, kept apart from the barangays' own data.

Held to the standard

What mattered most here

The whole standard
  • Each office's data is its own

Every barangay's records are kept apart from every other's, enforced by the database itself.

  • Every action on record

Who did what, when and from where, kept so it can be shown to an auditor.

  • Office and campaign apart

Office operations and campaign operations are maintained as separate environments.

  • gamefarm.ph

  • CloudByteX

A company website and the staff dashboard behind it.

  • Scene.ph

The Philippines, place by place, with every fact sourced.
